Update CANADA/NRC seismic load calculation

Currently the latest NBC in the STAAD seimsic load generator is 2010. The changes for 2015 NBC are essentially none, and 2020 NBC is coming into force soon as well. This should be a pretty easy fix

    The NBCC 2010 that STAAD follows is totally out of date today in 2024. An update is urgently needed for new Canadian Code.
